While the original pattern does not provide measurements, it does provide direction for tweaking your own measurements to create the correct width for gathering. it recommends addidng 4-8 inches to the circumference of the waist and hips (depended on size) and 2-5 inches for the knee circumference to your liking.
Pant Length Measure: Take measure from waist band, outside of leg to just below the knee.
hip Measure: Take measure around the body over the fullest part of hip.
Waist Measure: Take snug around the waist about 8 inches below the arms.
Knee Measure: Take the measure around the knee.

While the picture of the pattern has the pattern folded with the front and back overlapping, the PDF pattern is unfolded for ease of use. The center vertical line of the pattern piece is the original fold line.
Please fill your exact original measurements in the fields provided, and only add any extra width in the separate section.
While choosing the extra amount of width to add in the waist and hip area, do consider that this book considers the "ordinary size" of the waist to be 24 inches (please excuse insane victorian expectations).
This pattern does not have seam allowance. Remember to add before cutting.
